Dodd Boulevard & Icenic Trail/Heritage Drive Project
Dakota County, in partnership with the City of Lakeville, is reconstructing and making improvements at the intersection of Dodd Boulevard & Icenic Trail/Heritage Drive in Lakeville.

Project Benefits
To reduce the risk of accidents and improve the overall safety for motorists, pedestrians, and bicyclists, the proposed project will restrict some of the ways to access Dodd Boulevard from Icenic Trail and Heritage Drive.
The project will provide the following:
Safety enhancements for motorists, pedestrians, and bicyclists
Better traffic flow
Reduced risk of accidents
Pedestrian/sidewalk ramp improvements

Intersection Safety
The 2018 Traffic Engineering Review identified that the intersection of Dodd Boulevard & Icenic Trail/Heritage Drive has a crash history well above the state average and compared to similar intersections in the area.
Prioritizing Safety
Dakota County and the City of Lakeville are adding directional medians on Dodd Boulevard to address safety issues created by left turns and crossing traffic from Icenic Trail/ Heritage Drive.
A directional access intersection:
- Maintains access to businesses and Dodd Boulevard
- Reduces the potential for crashes by changing how people drive through the intersection
- Safely accommodates right, left and U-turns
Dodd Boulevard & Icenic Trail/Heritage Drive Project Intersection Improvements
- New medians will be constructed along Dodd Boulevard & Icenic Trail to restrict east-west through traffic and left turn movements onto Dodd Boulevard
- Drivers will have dedicated right-turn lanes from Dodd Boulevard to Icenic Trail and Heritage Drive
- Improvements will be made to existing pedestrian/bicycle access across Icenic Trail and Heritage Drive *Click on the images below to enlarge.
Before Construction
Today, motorists can drive through the intersection and make left turns from Icenic Trail and Heritage Drive on to Dodd Boulevard
After Construction
Following the completion of the intersection improvements, motorists will have some restrictions:
- 1 Vehicles traveling east on Icenic Trail can only go right (south) at Dodd Boulevard
- 2 Vehicles traveling west on Heritage Drive can only go right (north) at Dodd Boulevard
- 3 Vehicles on Dodd Boulevard have no restrictions

What to Expect During Dodd Boulevard & Icenic Trail/Heritage Drive Construction
Our project team is committed to helping businesses and residents before, during, and after construction. We’ll continue to listen to your needs and concerns. Throughout construction, you can expect the following:
- All businesses, including those on Icenic Trail and Heritage Drive, will remain accessible from Kenwood Trail/202nd Street.
- Temporary access changes for some local businesses are anticipated.
- Temporary business signage will help reroute customers to local businesses.

Phase 1
Phase 1 is expected to last approximately one month. Here’s what you can expect during this time:
- Northbound and southbound traffic will remain open on Dodd Boulevard.
- Access to Icenic Trail and Heritage Drive from Dodd Boulevard will be closed.
Phase 2
Phase 2 is expected to last approximately one month. Here’s what you can expect during this time:
- Northbound and southbound traffic will remain open on Dodd Boulevard.
- Right turn only access to Icenic Trail from southbound Dodd Boulevard and Heritage Drive from northbound Dodd Boulevard will reopen.
- There will be no left turn movements to Icenic Trail from northbound Dodd Boulevard or to Heritage Drive from southbound Dodd Boulevard.
New Routes and Turning Movements

Dodd Boulevard & 194th Street Project
Dakota County and the City of Lakeville are reconstructing the intersection of Dodd Boulevard & 194th Street north of the Icenic Trail/Heritage Drive Project. This project will also include resurfacing Dodd Boulevard between 194th Street and Icenic Trail/Heritage Drive.

Benefits
Similar to the Dodd Boulevard & Icenic Trail/Heritage Drive intersection, the Dodd Boulevard & 194th Street intersection has safety issues created by left turns. To address safety issues created by left turns and crossing traffic from 194th Street, directional medians will be constructed on Dodd Boulevard & 194th Street.

194th Street Intersection Improvements
The proposed improvements will restrict some of the ways to access Dodd Boulevard from 194th Street
- New medians will be constructed along Dodd Boulevard & 194th Street to restrict east-west through traffic and left turn movements onto Dodd Boulevard.
- Improvements will be made to existing pedestrian/bicycle access across 194th Street.
Before Construction
Today, motorists can drive through the intersection and make left turns from 194th Street onto Dodd Boulevard.
After Construction
Following the completion of the intersection improvements, motorists will have some restrictions:
- 1 Vehicles traveling east on 194th Street can only go right (south) at Dodd Boulevard
- 2 Vehicles traveling west on 194th Street can only go right (north) at Dodd Boulevard
- 3 Vehicles on Dodd Boulevard have no restrictions
What to Expect During Dodd Boulevard & 194th Street Construction
Construction is expected to begin in June 2020 and is anticipated to be completed in the fall. Please continue to drive through the area with caution and keep an eye out for construction cones, our crews, and equipment this summer. Here’s what you can expect during the Dodd Boulevard & 194th Street construction:
- Northbound and southbound traffic will remain open on Dodd Boulevard. At times, traffic may be reduced to a single lane in each direction.
- You will not be able to cross Dodd Boulevard at 194th Street (no crossing the intersection).
- There will be no left turns to 194th Street from northbound or southbound Dodd Boulevard during construction.
