    48th Street Project Overview

    The project is located along 48th Street from Harrison Street to Q Street. It also includes Q Street from 48th Street to 44th Street. The existing section on 48th Street is a 2-lane roadway, widened to 3-lanes at Harrison Street and Q Street for left turn lanes. The existing section on Q Street is a 2-lane roadway widened to 3-lanes at 48th Street and 44th Street for left turn lanes. The project will also be coordinated with the Blood Creek Restoration Project.

    A traffic study will be completed at the intersections along 48th Street and Q Street and the associated roadway segments. The study, a component of the alternatives analysis, will help determine the future typical sections, roadway geometry and to provide recommendations regarding possible auxiliary turn lanes, pedestrian facilities, intersection configurations and access management.

    The purpose of this project is to enhance safety for all modes of travel with the primary goals listed below.

    Improve safety, operations and mobility

    Enhance pedestrian facilities

    Improve access management

    Replace aging pavement

    Improve street drainage

    Infographic: current daily traffic count of 9,400 to 10,800 vehicles, projected 2040 Traffic count of 11,200 to 12,400 vehicles and an estimated project cost of $8.01 million.

    48th Street Alternatives Analysis

    An alternatives analysis is being conducted to select a design that meets the goals of the project while minimizing impacts to the neighboring properties and enhancing or improving both vehicular and pedestrian safety and mobility.

    48th Street is being analyzed to determine whether a 2-lane roadway or a 3-lane roadway or some combination of the two will be built. The analysis is also evaluating sidewalk locations, widths and setbacks within the corridor. Additionally, the project is analyzing the intersection configurations at the intersection of 48th Street and Y Street where a traditional left turn lane verses a roundabout is being evaluated.

    Q Street Alternatives Analysis

    Q Street is also being analyzed to determine whether a 2-lane roadway or a 3-lane roadway or some combination of the two will be built. The analysis is also evaluating sidewalk locations, widths and setbacks within the corridor. Additionally, the project is analyzing the intersection configurations at the intersections of 48th Street and Q Street where a traffic signal verses a roundabout will be evaluated.

    Typical Roadway Cross-Sections

    The typical roadway cross-sections shown here are applicable for both the 48th Street Corridor and the Q Street Corridor.

    Two-Lane Cross-Section

    The two-lane typical roadway cross-section allows for one lane of travel in each direction. For 48th Street, the two-lane cross-section would be widened at Harrison Street, Y Street and Q Street to provide left turn lanes. For Q Street, the two-lane cross-section would be widened at 48th Street and 44th Street to provide left turn lanes.

    Three-Lane Cross-Section

    The three-lane typical section allows for one lane of travel in each direction and includes a center two-way left turn lane. This center lane would address the need for left turn lanes along 48th Street at Harrison Street, Y Street and Q Street in addition to providing turn lanes for vehicles turning left into driveways or onto other minor side streets. Similarly, for Q Street, the center turn lane would provide for left turn movements at 48th Street, 45th Street and 44th Street as well as provide turn lanes for vehicles turning left into driveways or businesses.

    For both the two-lane and three-lane cross-sections, there will be areas that will require retaining walls to provide sidewalks. The number of walls and the height of walls increase with the three-lane option. The two-lane option may be able to provide the sidewalks and retaining walls with-in the existing right-of-way whereas the three-lane option may impact existing right-of-way to provide the sidewalks and retaining walls.

    Intersection Types: Q Street

    The alternatives analysis includes reviewing the intersection configuration at Q Street with 48th Street.

    The 48th Street and Q Street intersection is evaluating two alternatives, the first is to stay as it is, 3-lanes on each leg controlled by a traffic signal. This alternative would include improvements to the sidewalks and curb ramps to meet current ADA standards. The second alternative being evaluated is to replace the traditional intersection with a mini-roundabout with an eastbound right turn lane. The mini-roundabout provides yield control on all legs of the intersection, provides upgraded pedestrian crossings on all legs of the intersection and improves vehicular safety of the intersection.

    Intersection Types: Y Street

    The alternatives analysis includes reviewing the intersection configuration throughout the project area with additional considerations at 48th St. and Y Street.

    The traffic volumes at the intersection meet the requirements for left-turn movements to be controlled in some fashion. One option is that Y Street would be controlled with a stop sign, and a left turn lane provided on 48th Street, which would be a more traditional intersection configuration. Another would be to control the intersection with a mini-roundabout configuration which is shown on the right. The mini-roundabout provides yield control on all legs of the intersection, enhances safety for vehicular and pedestrian crossings and provides traffic calming on the 48th Street Corridor.

    Comparison of Alternatives

    The alternatives analysis is summarized here reviewing multiple components of the corridors and the intersections. We will use comments received from this virtual meeting to complete this alternatives analysis and make the final selections to move forward. Comments will need to be submitted by July 23, 2020.

    48th Street Project Schedule

    The Project is currently in the preliminary design phase, with environmental, traffic and alternatives analysis ongoing.

    Once preliminary design is complete, the project moves into the final design phase which involves finalizing design, acquiring right-of-way necessary to build the project, and relocating utilities.

    Construction is tentatively scheduled to begin in 2022. Please note that this schedule is tentative and subject to change based on funding.
