Project History

Beginning in 2018, ACHD developed the Kootenai Street Concept Study in response to a neighborhood resident petition to investigate potential Traffic Calming improvements on Kootenai Street between Orchard Street and Vista Avenue.

The purpose of the study was to work with the neighborhood to consider various traffic calming measures and develop a conceptual plan of the appropriate treatments that preserved and enhanced the neighborhood while creating a more pedestrian and bicycle friendly environment.


Input was received from:

  • Neighborhood residents
  • Depot Bench Neighborhood Association
  • People who drive, walk and bike along Kootenai Street
  • City of Boise
  • ACHD

Based on input from the public, the recommended concepts included:


The ACHD Commission adopted the Kootenai Street Traffic Calming Study in January 2019. View the full report.

Outreach History

ACHD hosted three public involvement meetings throughout the concept study.

What We Heard:

  • Minimize impacts to adjacent properties
  • Preserve existing tree canopy

Public Outreach history. March 1, 2018 Meeting: 111 attendees and 123 comments received. Is traffic calming necessary? Yes, 85; no, 19. July 11, 2018 Meeting: 103 attendees and 135 comments received. 'The tree canopy is important to the character of Kootenai Street and changes that will require cutting down trees would not be supported.' October 2, 2018 Meeting: 106 attendees and 127 comments received. Do you agree or disagree with the recommended concept for Kootenai Street? Strongly agree, 67; agree, 33; disagree, 9; strongly disagree, 18.

Current Project — Traffic Calming Features

Chicanes

  • The bike lanes willl stay at the elevation of the roadway
  • Removes on-street parking in area of chicanes
  • Locates chicanes near signalized intersections
  • Narrows street width

Improvements will be made within existing roadway footprint. Any property impacts during construction will be restored (sprinkler heads, hardscaping, etc.)

Bike Lanes, South Side Parking

  • Maintains parking lane on south side of street
  • Narrows street width
  • Adds bike lanes

Improvements will be made within existing roadway footprint. Any property impacts during construction will be restored (sprinkler heads, hardscaping, etc.)

Intersection Improvements

  • Provides space to install ADA-compliant pedestrian ramps at intersection
  • Provides additional visibility and protection for pedestrians when crossing the street
  • Reduces pedestrian exposure to vehicular traffic

Improvements will be made within existing roadway footprint. Any property impacts during construction will be restored (sprinkler heads, hardscaping, etc.)

Bike Lanes, South Side Parking, North Side Sidewalks

  • Maintains parking lane on south side of street
  • Widens bike lanes
  • Narrows street width
  • Adds a sidewalk on the north side of the street

Improvements will be made within existing roadway footprint. Any property impacts during construction will be restored (sprinkler heads, hardscaping, etc.)

Schedule

Project schedule that includes spring 2021 and prepared preliminary design; summer 2021 public meeting – we are here; fall 2021 refine and complete design; fall/winter 2021 purchase ROW and text that reads “ACHD will only need a small amount of ROW from a few properties and will contact each property owner individually” ; and 2020 anticipated construction.
